Download Bio Contact Case ManagerStuart N. Brotman is an American government policymaker, tenured university professor, management consultant, and lawyer. He has served in four Presidential Administrations on a bipartisan basis and has advised private and public sector clients in more than 30 countries across five continents. An appointed arbitrator for FedArb, he also serves as an arbitrator and mediator at the World Intellectual Property Organization (WIPO) in Geneva.
During the Carter Administration, Mr. Brotman served as Chief of Staff at the National Telecommunications and Information Administration (NTIA), where he worked closely with the White House, Congress, and the DOJ to develop early models for telecommunications convergence. In private practice, he has represented a diverse range of global clients, including Rolls Royce, MCI, and AT&T, on matters ranging from transnational data protection to cellular licensing negotiations.
A prolific scholar, Mr. Brotman has authored over 300 articles and the leading comprehensive treatise, Communications Law and Practice. He was the first person ever appointed to teach telecommunications law at Harvard Law School and served as its first visiting professor of entertainment and media law. His extensive experience across government, academia, and private practice makes him exceptionally qualified to resolve complex disputes in the digital and media age.
